Cathy Anne McMorris was born in May 1969 in Salem, Oregon. She earned an undergraduate degree in biology from Pensacola Christian College and an M.B.A. from the University of Washington.   

She worked as a campaign manager and legislative assistant for a Washington State representative. She was appointed to the Washington House of Representatives in 1994. She then won the seat in the following election.

McMorris Rodgers was elected to the U.S. House of Representatives in 2004.

She is married to Brian Rodgers, and they have three children. She is Protestant.

Representative Cathy McMorris Rodgers of Washington testified before the House Innovation, Data, and Commerce Subcommittee regarding “Legislative Solutions to Protect Kids Online and Ensure Americans’ Data Privacy Rights.” Congresswoman Rodgers advocated for the American Privacy Rights Act, the Kids Online Safety Act, and the Children Online Privacy Protection Act, and other related legislation.

The congresswoman testified, “Right now, the average American spends nearly seven hours online a day, with two and a half hours of that time being spent on social media platforms. The consequences range from increased suicide rates and depression, to increased polarization and loss of trust in our institutions.“ 

“All the while, these companies are collecting nearly every data point imaginable which they use to then control what we see and when we see it,“ Representative McMorris Rodgers said. “Many of these tools were created with good intentions to bring people together. But over time they have strayed from their core mission in the interest of more control over our lives. 

The congresswoman stated, Many companies are using their control over our data to erode people’s agency, their rights, and their identity. It’s time for that status quo to change.“ She continued that the legislation will put “people back in control of who they are, what they think, and how they live their lives. 

She said, “This is especially necessary for our children. As a mom of three school-aged children, Big Tech platforms are my biggest fear.“
